Chip rules already fence GPUs. The new emergency order looks at transformers, batteries and who feeds the hall.

On 3 September 2026, CNBC reported that U.S. AI data centers still buy large volumes of Chinese transformers, switchgear, batteries and optical transceivers. Chip rules police compute. What slips the buildout is often the power stack.

Where the dependence sits

The compute stack was already gated

Advanced GPUs and tool exports have been controlled for years. CNBC quoted Economist Group analyst Laveena Iyer: scrutiny of China’s place in the U.S. data-center power stack rose over about eight months, after a period that focused on compute alone.

The power stack was just named

Wood Mackenzie’s Ben Boucher told CNBC the sharpest import exposure includes on-site substation transformers that step transmission voltage down. Johns Hopkins associate professor Yury Dvorkin said mid-term exposure sits in transformers, switchgear and batteries, with deeper upstream exposure in copper, electrical steel and cathode materials.

The missing piece is not only silicon. It is a transformer that arrives on time.

Three steps for reading the order

    Split bulk power from local distribution

    Holland & Knight notes the order covers the bulk-power system, not local distribution, and includes transmission at 69 kV and above. Latitude Media cited Boucher’s first read: gear inside the data hall often falls outside bulk power, and the line may stop at the substation transformer.

    Wait for a DOE finding, not a headline

    The order is a transaction- and class-based review. DOE must link equipment to a covered foreign entity and to a listed national-security risk before it can block, condition or unwind a deal.

    Keep the optical ban in the “reported” column

    CNBC said the administration is also drafting limits on new Chinese optical-transceiver imports. That is not a published rule. Counterpoint’s Neil Shah wrote in August that Coherent and Lumentum lack the packaging scale to absorb Zhongji Innolight and Eoptolink volume inside 12 to 24 months.

Questions the report still leaves

Does the order already ban Chinese transformers in AI halls?
No. The 26 August 2026 order authorizes review and gives DOE about 120 days to publish rules. Gear already on order may face conditions. It does not vanish by default.
Why are optics in the same story?
Counterpoint research cited by CNBC says Chinese vendors, led by Zhongji Innolight and Eoptolink, account for about two-thirds of global data-center optical-transceiver unit supply. Fiber, not copper, carries rack-to-rack traffic. A new import ban is still only reported.
Can U.S. plants replace the volume soon?
Hitachi Energy said in September 2025 it would invest about $1 billion in U.S. grid kit, including $457 million for a large-transformer plant. Siemens Energy announced about $1 billion of U.S. capacity in February 2026. Wood Mackenzie estimated a 2026 shortage near 15 percent for power transformers and 8 percent for substations, worst above 100 MVA.
